Non-compete/non-solicitation For Personal Trainers

(Illinois)- I know recently FTC ruled to ban just Non-compete. Im currently working as a trainer PT at a location that doesn’t have either, but I applied to LAF for extra money and they have those policies. HR stopped my hiring process until I “clean” my web presence/ stop promoting myself. 1) can they not hire me if I refuse to sign it? 2) if I do get hired, would that mean that they want to own my intellectual property? 3) Can they legally stop me from training anyone outside the facility (ie. My current clients elsewhere)? Appreciate the help.
