Minnesota Labor And Pto Advice

My partner currently works for a large Minnesota owned and operated company. They have all sorts of shady practices. From exploiting their labor to wage theft. They have a policy that requires a 4 week notice of quitting in order to pay out any PTO you may have banked. They also rarely approve time off requests to anyone below management level. My question is, is this legal? If so, is there a way to still be entitled to that money. In my opinion, this is also wage theft. PTO is a part of the pay that you have earned and are entitled to. My partner has over 100 hours of PTO because of the grueling schedule she is forced to work. She feels trapped because she doesn't want to lose that couple grand.
