Neighbors Dog Jumped The Fence And Bit My Dog While We Were On A Walk. He Offered To Pay Vet Bills But Is Now Ghosting Me. What Do I Do?

Hey, so the title pretty much says it all. My dog and I were on a walk on the other side of the road from the person’s house and my dog was sniffing and stopped to pee. Next thing I know, I see this dog which had been barking at us, out of the fence and running at us. I grabbed my dog by the harness and pulled his front half off the ground and into me, not know how he’d react. She got very pushy with sniffing his butt, and he gave a little growl and then she lunged and bit him in the back of his thigh. At that point, the owner came running out. He apologized, said she’d never jumped the fence before. I wasn’t mean, I said I knew it was an accident, but I was worried about my dog. He gave me his phone number and just his first name (I didn’t ask for last like an idiot but I was flustered as my dog had puncture wounds and was bleeding and I was trying to check them out). I took his number he said he’d pay any vet bills. Took the dog to a traumatic (he is terrified of the vets) 6.5 hour ER vet visit. I texted telling him I was taking the dog, he answered apologizing several times. Dog got treated, meds, and had to have a follow up two weeks later. He is ok. But the total came to almost $800. I am a single income household. That’s a lot of money. When I messaged him about vet bills, providing receipts and saying it would be perfectly ok to pay in installments, he’s ghosted me. I have texted several more times, all polite, but the last time I texted I did say something to the effect of “I know it was an accident but it’s still your dog and your responsibility and if it was the other way around I’d be paying” I’ve heard nothing. What the heck do I do here?
