Neighbor Is Threatening To Sue Over Lake Dredging

Location: Lake Sinclair, GA

We own property on lake Sinclair in the state of Georgia. The lake is currently undergoing the 5 year drawdown - a period where the water level is lowered drastically for a period of time to allow for dock and sea wall maintenance.

The property a creek fed cove and it is quite shallow due to silt fed in from the creek - this can make boat navigation difficult. A neighbor further back on the cove wants to dredge and make a passage for his boat, and approached us demanding to pay for the dredging in front of our boat house. We declined as we have invested in doing so within the last five years, and have no reason to - we are able to navigate in and out just fine.

This neighbor is now threatening to sue for denying lake access unless we pay for the dredging. We do not own any part of the water itself - our legal rights end at the sea wall. We can't even dredge without a permit from GA Power.

Any advice on how to resolve this swiftly would be appreciated. Would a cease and desist be appropriate and/or effective in this situation? If the neighbor does insist on filing a suit what options would we have to counter sue? I'll be honest in saying this individual has been a consistent problem for the entire neighborhood area since moving in (ex going so far as putting private property and no trespassing signs on public access land, then trying to threaten people for using it) and we're inclined to go nuclear if possible and deter him from harassing anyone else further.

Edit for clarity - when I say pur property ends at the sea wall I mean it ends water's edge. This isn't a case of owning the land under the water - we don't. We can only have our dock and boathouse because it is permitted by GA Power and (to my understanding) they could revoke and force the structures to be taken down at any time at their discretion.
