Neighbor Dammed A Stream On Their Property Yesterday That Will Lead To Flooding On My Property.

Hi all. My neighbor is building a pond on their property and I have concerns this will lead to flooding on my property.
I live in the county in Indiana. Near the border of my property, there is a stream that is fed by drainage ditches alongside the roads. It travels through my property and then onto my neighbors.
My neighbors removed the trees and dammed the stream on their side of the property line. This stream handles ALOT of runoff when it rains and floods without damming. Now that they blocked it off with pieces of trees, the culvert will empty rain water into the stream that starts on my property and likely just flood.
I have a couple questions. Do folks have to apply to modify drainage fed by county infrastructure and if so are there public records of this? Secondly, if my property floods due to the modification, are they liable in any way?
Edit: I utilized a GIS resource recommended below and it looks like the waterway I'm talking about isn't a named/recognized stream, which points to drainage
