Ex Roommate Has Control Over A Package Of Mine That Went To Her Address 10 Days After I Moved Out, Refuses To Give It To Me

i was on completely fine terms with this woman until i moved out and she got butthurt, despite having plenty of prior notice.
anyway, i had a package get delivered to my old apartment, where i stayed with her, where she still currently lives, on may 10th, i moved out on may 1st. i tried to contact the apartment complex to help me obtain it because i really didn’t want to contact her if i could go about it another way, as she’s being a 31 year old drama queen. they refused to help me, so i had to text her.
i have proof of delivery that the package was delivered to the complex’s mail room on may 10th, including a photo that the carrier took and uploaded to the tracking number page.
we are unfortunately coworkers, and the package is a gift for my friends 8 year old cousin that has cancer. it was a limited time item and i cannot reorder it. i texted her and asked her very nicely to please be mature and just take the package to work and drop it off in the office for me.
her response is that she’s not “legally obligated” to “help me with this situation” aka give me my package that was delivered to her apartment.
from everything i’ve read so far, this is considered theft and im well within my rights to file a report for it. but is that true? and how do i go about doing it?
even if i don’t end up getting the package, im not letting this woman get away with stealing it.
