My Sister Won't Let Me Apply For Medicaid -- Need Advice

For context, my mom has me under her household since I live with her. Since my mom has trouble with the computer, my older sister normally deals with the insurance with my mom's consent. Recently, I was denied from my mom's medicaid and now have to apply as an independent. I had an emergency room visit in April that cost me 3k. To sign up for medicaid, I need to be removed from the household. My older sister refuses to do so after a fight we had. Is this illegal? I know this is probably some form of financial abuse, because she's been abusive in the past. What do I do? Sorry if this is written poorly. I am not in a good head space right now.
