My Sister Keeps Getting Away With What She's Doing, Is This Okay?

Last year in July my sister physically assaulted her husband and held a knife against him and I. She was also on drugs, still is. She also broke $2,000+ of ius belongings.

She disappeared as he filed a protection order the next day or so. They couldn't find her to serve the protection order so she had an arrest warrant. They found her, she was in jail for a day.

Pass to the final court date, she was told she would be given the $2,000+ in restitution and either be given 2 years of probation or 10 years of jail time. She got the probation. No drugs, alcohol, showing up to his work, job, no assaulting, harassing, and only contact about their child. She failed to do so.

She then later overdosed the day before Halloween, she survived, and 3 days after getting out of the hospital she went back to the drugs. Nothing probation or court wise happened when she overdosed.

She has since spiraled and there's not a lot of proof other than verbal as to close to half of the things she's done in order to get drugs. The most she has done to her husband is mentally abuse him and panhandle/guilt/manipulate/beg him and MANY others into giving her money. She owes many people over $1,000.

She had a bench warrant from February to early April, which was reported to her officer. Then she had another bench warrant for about half of this month.

Back when she overdosed she had informed me and her husband that 'oh my probation officer didn't make me do anything since he said I've been so honest with him' or something like that. And never heard anything about him since until the last bench warrant where she was apparently only 'encouraged' to go get help at a rehab or outpatient center.

Currently she has put herself in another mental hospital yet again, she stays for a week or two at mental hospitals willingly then tries to force her way out of it because 'oh I can't do this anymore, I want to get better but nothing's working, this place is making me want to k*ll myself even more....' she also gave herself an open wound once to get them to make her leave.

Since she returned to state and went into a mental hospital the bench warrant from this month was quashed.

She's getting no repercussions and I just wish should would. I don't hate her, I just want her to get the help she needs, even if it's court ordered and forced.

Is there nothing they can really do? She's had an arrest warrant, two (well one quashed) bench warrants, a long medical history of suicide and drug addiction as well.
