My Friend’s Friend Stole His Car.

My friend bought a car and left it at his friend’s house because he didnt have a place to park it. He left the title in that house, after a few weeks he tried to pick up the car and his friend told him “I transferred the car to my name because I wanted to use the car”, he also fixed some things and he said he spent almost $1000. My friend said ok if you want to keep the car, you can pay me $5000, his friend refused and said “ I am not paying that amount of money, I will only give you $3000. What are his options? Can he make a police report? Because he basically stole the car. They never agree to make this deal, the car was only parked there for a few weeks. This happened in Florida.
