My Boss Wants Us To Quit And Compete Against Our Current Employer

I live in CA, my current employer is in PA, and my boss lives in Europe. I work in consulting services (think ppt, excel) and was approached by my boss with an idea for us to quit and start our own company performing a very similar service as before. Many of our current clients would likely come with us (up to 3M in work while the current company's total revenue is $30M).
Sounds great and all, but I signed a non-compete when hired in 2022 that specifies it will be "governed by the laws of Pennsylvania without regard to principles of conflict or choice of laws", also that "proceedings shall be heard in a federal or state court located in Pennsylvania". If it matters, it says all over the doc that this is for Pennsylvania employees despite it also listing my CA address at the top. The duration is 1 year after end of employment and location applies to all areas my current employer does business (which encompasses the entire world).
I will not be soliciting clients directly and will likely stay at our current employer for a month or so while my boss sets up the new enterprise. However, the CEO of my current company is known for being litigious. I was under the impression that non-competes were illegal in CA, but could I could be liable in PA despite never having lived or worked there? Is this a terrible idea?
