My Boss Doesn’t Know I Wanna Leave The Company. He Told Me That If We Do, We Can’t “cash Out” On Paid Leave Off

I’ve worked full time at this company for over 6 months (nearly a year) and earned a good amount of paid sick and vacation time. Unfortunately some folks at my company started getting fired or laid off due to some internal and personal conflicts with the owner of the company. I will mention it definitely was discrimination on the owner’s end.

One thing that’s important to mention is that our work is seasonal since it involves catering to particular audiences and themes and in the summer we are off. But we are expected to come back in the fall as work again.

Eventually I remember my boss talking to me about how much PTO I had accumulated but told me that I could not “cash” my hours out in if he knew that I wasn’t coming back in the fall. I still have a good amount of time before the spring season ends so I have time to use my PTO, although that would be “cashing out” as I’d be given the choice to use all of it before the fall. On top of this, I work on average an 8-9 hour shift pretty much every day. He also frequently skips people’s lunches and breaks. Most of the time I don’t even get a second 10 even though there is the ability to give me one. I know I don’t want to work for him anymore but I also need that PTO since we had a few weeks when our office closed so he said he could use my vacation time to fill in the gaps of no work for me to get paid. I also need the sick time since I am getting some minor surgery done soon.

Would it be illegal for him to prevent me from using my PTO or am I making a mistake?

I live in Oregon if people can figure out labor laws and financial biz regarding this.
