Mother-in-law Was Arrested For Forgetting To Scan And Pay For Items At Self Checkout

My mother-in-law was in a rush at a Missouri Walmart self checkout the other day and forgot to scan and pay for a pack of bottled water and a couple other small items (maybe $20 worth of stuff) that she placed on the bottom rack of her shopping cart. As she was walking out the door, a Walmart employee stopped her and let her know that she was shoplifting. MIL quickly realized what happened, admitted to the mistake and offered to go back and pay for the items. Instead, the store manager called the cops and had her arrested and taken to the station where they said she would be given a court summons through the mail. MIL has a clean record with no shoplifting history or any other crimes committed, not even a speeding ticket. What will happen with this? Is there a chance the prosecuting attorney declines to press charges? Does she need to speak with an attorney?
