Mega Rich Neighbor Widened His Private Driveway And Retaining Wall On My Parent's Property

A bit of background, my parents live on 3 acres in the country and have a neighbor on the hill behind them. My parents property is on a slanted hill at the base, they're at the top. They had a driveway going up and around my parents property. About 2 years ago the neighbor widened his driveway significantly and built a couple hundred thousand dollar boulder lined retaining wall into the hill side. He told me parents he was on his side of the property at the time of construction.

We recently had PGE put all the power lines underground and during the process, they surveyed the land and put up markers. Lo and behold their survey markers of my parents property line is about 15-30 feet on his side of the wall/property. He's argued that my parents need to survey it because he says part of their property is on his too so they're even.

Not sure where to go from here. If both hire a survey and they're different markers, wtf do you do then?

Also, if it's agreed that he is on their land, what formal agreement/ payoff would be warranted to establish it as his and my parents get paid properly for it the easement or whatever.

A legal dispute is unwanted, he's a 100+ millionaire with literal endless funds and my parents own a small carpet business with about 30k in savings.

Any documentation, formal land easement agreements, etc. that are required please let me know and who to contact on the matter.
