Mechanic Has Vehicle Forever And Is Making Excuses

A local mechanic said he could fix a flatbed truck for me. This was in October of 2022. Originally, he would say it will be "done in a week" or "end of next week". Now, he just says "it takes time". The truck is not critical to my shop operations but now I just want it back. I told him I need the truck back or he can buy it from me. I am at my wits end.

My question is should I report it stolen since he won't bring it back to me even when he says he will? Or should I go through small claims court? Or is there a third option I am not thinking of.

It's approaching two years. Crazy, right?
