Mailman Refuses To Deliver Mail

We went on a trip and had family pick up mail twice a week for us. Our mailman decided to quit delivering and we found put he had stopped delivering mail.

We talked to the mailman and he gave us a paper to fill out which we did and mail still wasn't delivered. Finally we went to talk to the postmaster and he began delivering mail again but he has only delivered bills for about a week and he's stopped delivering mail again.

I'm waiting for my License in the mail. My siblings lost their state insurance due to this battle and him sending mail back. Can I get a lawyer and have this addressed? What should we be doing to fix this without this asshole just getting away with it and doing something else to spite us?

(For reference it's been a three and a half month battle in GA. We have made phone calls visited the post office etc. I just don't know what to do because he is obviously abusing his power when we've been told he should not be able to do this.)

Edit-Just to clarify the reason we lost state insurance is bc the address is verified via them sending us mail, us signing it, and then we send it back. He has caused actual harm through his actions.
