Local Constable Took My Drivers License

Hello,
I apologize for the long winded post. But I want to give as much detail as I can to get the best response.
So this morning I was driving my youngest daughter to school. I was approaching an intersection I saw that a patrol car and a car pulled over. I pulled up to the street and the constable gave a hand gesture to move back. I complied thinking she needed to turn around to get back to the main road.
When the light turned green I decided to go past her patrol car and had to make a right turn as the light immediately turned red. I turned to make a u-turn to continue taking my daughter to school when the officer came behind me and pulled me over.
I stopped and rolled my window down and said good morning. She said “let me see your license”, I complied and gave it to her and she immediately walked away with it saying she was going to contact the D.A.’s office. I said “the D.A.’s office?” And she stopped and said “yeah for leaving the scene of a traffic stop”.
I’ve tried calling the local office and their supervisor with no luck. Was this illegal of her?
