Legality Of Workplace Charging For Meals

Hi all,
My restaurant has recently released a new meal policy, and I’m questioning the legality of it.
The new policy is as follows:
Employees have 30 minutes subtracted per shift for a staff meal, and also have 5$ subtracted from their paycheck to pay for the meal.
The problem is that we never actually get 30 minutes, more like 10-15. We are also charged and lose time even if we work through part of our alleged break, or if we don’t eat at all.
Another issue is that due to the location of the restaurant, most staff have to arrive early, as the only way there is by a scheduled boat, or by walking in for around 2 miles, no cars allowed.
This wouldn’t be a problem, but once staff get to the restaurant they are expected to start working, yet the employee handbook states
“While you can take a pic to sign in before your shift starts You will not be paid earlier than the schedule says.”
I was wondering if there’s shady going on here, or if all this is probably ethically wrong yet legal.
