Landlord Making Us Stay In Unit For Major Water Damage Repairs And Refuses To Relocate Us

On 05/28, my upstairs neighbors had their water heater explode. Water damage ruined the ceiling and three walls including one in my laundry room, kitchen, and second bedroom. It also fried the HVAC system and has open wiring that’s exposed to water on top of the hot water heater.
I have pets, and work full time. Management said they are unable to move us into a new unit during repairs and haven’t allowed us to break the lease. The repairs will be extensive and take a while (if they actually do it correctly). My lease ends on July 31st and so far no one is assisting us with getting out of these next two months.
I received a call today from my complex saying that they want to enter tomorrow morning to start repairs, but once again, I have pets and work full time. Refusing to let us leave the unit with no central air or hot water during repairs doesn’t seem right to me, and they told us that I’m responsible for accommodating myself and my mammals during the repairs.
I’m 23, and don’t have any idea what to do at this point. If anyone has any advice, I’ve contacted code compliance and no one has been able to address anything.
