Is This Legal?
This is my in laws backyard. https://imgur.com/a/dAHJkBv They live in Louisiana. The fence belongs to them. Their nieghbor put sheet metal along the bottom of the fence causing rain water to have no where to go, essentially creating a pond in their backyard. One good storm and their whole backyard could flood all the way to their door. Even if the sheet metal doesn't damage the fence, causing the water to have no where to go could cause damage and isn't safe. Is this legal?
EDIT UPDATE: Here is another photo they sent me. https://imgur.com/a/jOezv07 This section is the front yard. You can see they used dirt to support the metal against the fence. Also this section pushing the fence in. The nieghbors yard is not even fenced in and they have no pets. They will speak to a lawyer later today.
