Is Our Neighbor Breaking His No Contact Order?

Our neighbor was arrested a few days ago and bailed out. He threatened to kill our family and "plotted". We have video evidence. We live on a small street and they live directly across from us. It's almost daily that he threatens us in some manner. Our victims advocacy person told us to contact police if he continues to harrass or say anything to us because he has a no contact order in place now.

Upon arriving home from jail he began going to all of our neighbors homes and was seen point at our home multiple time. Pacing in front of our house and yard multiple time. Sitting in a chair at the edge of his driveway, staring out our home for hours. Driving on wrong side of street very close to our house. He weedwacked our side of the easment near his mail box (which is what hes threatening to kill us over) and possibly placed screws on the ground (which he has done in the past and got in trouble for).

Is this considered breaking a no contact order? We feel so boxed in our home and unsafe. We can't even go outside to play with our child on our own property.
