Is It Legal? Hr Calls My Doctor To Deny Appointments..

Hello my mother (56F) is developing arthritis in her foot and has been seeing a physical therapist to help her with her pain. She has been going to this place for about 4 months about twice weekly and she loves all that they do to help her. She schedules all her appointments ahead of time and turns in her schedule at work to avoid problems and she has FMLA. The schedule for this week was full but she told me if any opened up my mother was first in line. A few days ago a person from HR in her workplace called them and asked for the PT not to give her any appointments this week because they "needed" her at work. This is not a workers comp and she doesn't get paid for the time she's not working so we were left a little unsettled by this. Is it legal for HR to do this in Texas? It doesn't feel right and she's worked there for almost 20 years and its the first time this has happened. Any advise is helpful thank you.
