Is It Legal For My Work To Tax Me More Than I Make?

So, I’m 18F and I work as a waitress at a diner in the state of Michigan. We are VERY slow the majority of the time since I work in the afternoons. We make $5/hr I believe, but my coworker was showing me on our checks how we get taxed on our credit card tips as if we make $11/hr in credit card tips. We definitely DO not make $11/hr in credit tips, it would be a great day if I made $5/hr in credit tips. We don’t get taxed on our cash tips/don’t declare them. Is this legal?? My last paycheck I made $3/hr for 10 hours of work not including cash tips because of the $11/hr tax.
