Is It Legal For A Police Officer To Pull You Over For Suspicion Of Not Having Car Insurance?

I was driving in Pennsylvania. I was traveling through a small town. I was not speeding and was obeying all traffic laws. I was pulled over. The officer asked for proof of registration and insurance. I provided registration but the insurance card I had in the car was expired.

I started to open my insurance app to provide proof of insurance. The cop said "just give me what you have" he went back to his car. I found my proof of insurance on the app. He came back with a ticket. I showed him proof of insurance on my phone. He gave me the ticket anyway saying "I already printed it"

Now I have to go to court.

I'm not sure why he pulled me over. He seemed to imply that he ran my plates and in his system it said I wasn't insured. I can't stress this enough I HAD UP TO DATE INSURANCE.
