In Illinois, Is The Jackrabbit “e-bike” Considered A Low Speed Scooter, Or A Moped?

This is essentially an e-scooter made with lots of bike parts. It does not have pedals.
The bike can only go up to 20 miles per hour and follows almost all criteria for a low speed scooter. What I am questioning however is if the foot pegs the bike comes with are enough to be considered “floorboards”. This seems like the main crux this stands on.
I am very much hoping it is a low speed scooter, as I bought one without going this in depth on its classification. A moped would cost more money and need to follow more rules. If it is not a low speed electric scooter, would this even be legal to ride in Illinois?
