I've Boarded A Dog For A Year And Owners Are Across The Country And Make No Attempt To Check In

I understand times are hard and am not judging. For whatever reason they have never disclosed their reason for leaving the state and left their dog in the care of a neighbor and after a day or two the neighbor left the dog with me. That was a year ago now. In that time the owners and I have maybe sent twenty texts but I have always initiated them with pictures and updates. About six or seven months ago I asked if I could keep the dog and they stated they want him back but gave me no indication when. Until three weeks ago they said they would be looking at pet friendly housing back in the state and would be in contact. They have not responded to my text I sent two days ago. There have been other texts in the past they would say they were back in town and wanted to pick him up but then the day would come and go with no word. I'm starting to feel like a chump.
How do I go about changing ownership? Do I give them a letter of intent to adopt? Do I give them a contract to surrender the dog to me or another family? Do I give them a letter that I am essentially "evicting" their dog and call animal control?
While I love this dog and he's great I want to return to my normal life and would like to start asking my dog families if they would consider adopting him. I would never surrender him to a shelter but would consider working with a rescue as a last resort.
Last notes: he is a healthy dog and besides food and flea medication I haven't spent any money on him. He also does not get enough 1:1 time or walks as he should but he is in a very dog friendly environment and seems happy. I have received no money from the family for his duration so far.
