I'm An Assistant Manager At A Restaurant And My Employees Are Being Sexually Harassed, What Are My Options?

I can't include many details because this staying anonymous is very important.
What I can include: There have been instances where another male manager on property has said things that have made women uncomfortable, he has also touched them in inappropriate ways (patting them on their butt to get around them in small spaces, etc). Nothing has been on camera except this last week. An employee came to me to tell me about it and when we looked at the cameras, there was definitely a touch in the nono zone. He has said unsavory things to me, but nothing crazy and I reported it to my direct manager. All that being said, the general manager (the person in charge of all departments) is saying that despite the evidence presented, it's hearsay. That the girls should confront him and tell him to stop when it happens.
Also, things to consider: He has been reported since moment of hire for things along these same lines We all signed a contract at the beginning of the year saying, consensual or not, we are not to be touching fellow employees When a customer complains about the very same thing, the measures they take are much more extreme
I just want to reassure my girls that if management won't do anything, there are options but I'm not sure and I feel like I'm failing them because they've come to me repeatedly about this and still nothing is being done.
One of the girls is going to the general manager to report her issues but some of the girls work directly under him and fear retaliation for reporting. What can I do? How can I support them? What options do they have?
