Hoa Do As I Say, Not As I Do

I live in an HOA that has recently fined me for a landscape violation. I am currently temporarily totally disabled (work injury) and provided documentation at my “hearing”. I also provided the cc&r section that stated the rules. My objection is that the HOA board president lost his house in a wildland fire 4 years ago. He rebuilt it completely different to the rest of the community. Picture a modern house in a traditional community. Rules clearly state that it has to be built back to the way it was prior to destruction. What recourse do I have? How can I be fined, but not the board president? I can’t afford to sue and all 5 board members are not running for reelection. It feels like retaliation for calling the pres on his obvious violations. Not sure what my next step should be. Please advise. TIA
