Hoa And Leash Laws

I live in an HOA neighborhood, I bought the house 20 years ago. There is an HOA owned park behind my house with play structures for children. A few neighbors want to have their unleashed dogs in the park despite the leash laws. This has caused problems for me and my neighbor as our dogs have been attacked through our fences.

The HOA recently sent a new set of rules including a clause stating that all dogs must be leashed or ““under the owner or handler’s control” in common areas. I was wondering what “under the owner or handler’s control” means, I reached out to the HOA for clarification but they have not responded. I am hoping someone here might have some idea.
