Friend Was Coerced Into Leaving The U.s. For A Month With His Mother And Has Not Been Allowed To Return For Over A Year. How Can I Help Him?

My friend that I have known since elementary school was caught smoking weed at 17 which resulted in him being sent to a rehab facility out of state for 6 months. He came home after his 18th birthday and was told by his father that he could either go live in the DRC for a month with his mother, or he would have him sent back to rehab with the possibility of pressing charges for drug possession. My friend chose to go with his mother for a month in October of 2024 and has not been allowed to return since as his documentation is being withheld from him, he doesn’t have the funds to purchase a 1 way ticket, and the US embassy in the DRC is over 1200 miles away. His father is also threatening him with legal action for smoking pot if he were to ever return to the area.
Assuming I could come up with the funds for a plane ticket, what could I do to help get him back home?
EDIT: just adding that he is a US citizen by birth.
