Fraud At My Job

[California, Riverside County] the general manager at my job is committing what I believe is some sort of fraud or embezzling. What she has done is, at the end of the week she’ll go into the time clock system that tracks hours of employees, and she manually lowers the hours in the system (ie: employee works 50 hours, she will change it to 40 resulting in employee working 10 hours unpaid)
In addition, she will erase lunch penalties in order to avoid the fines and the extra hour of pay the employee gets.
Everyone there works 40+ hrs a week but she hires people as “part time” so she doesnt have to give benefits.
Several of my coworkers have been complaining about it at work. The problem is, most of my coworkers can’t get a job anywhere else because they have a criminal record and this is one of the only jobs in the area that does not conduct background checks.
What should I do? Im not necessarily interested in suing but I do want the manager to be charged or at the very least fired.
