Forcing A Child To Travel Overseas? (ca -> Overseas)

Hello, I am inquiring for a relative who is having trouble with their child. They recently came to the US (CA) and already has several charges and now is back in juvie for assaulting someone else. My family believes the best option is to send him back to his home country where he will continue to attend the boarding school he was attending before where he was doing pretty well behavior wise. Is it possible to have the police assist with bringing the child to the airport? He is very strong and will resist even going into the car if he suspects that something is up. And are there any agencies or services that accompany minor children through international flights? Please share if you have any suggestions or know anyone who has been in a similar situation and how they accomplished this.
