File Complaint For Cyber Stalking In Different Country

I'm asking this for a friend! They do not have Reddit.

My friend is currently a victim of Cyber Stalking to the point even one of their siblings is being stalked by the person. This person is from India, and my friend is from another Asian country.

They have proof of everything and even of asking the stalker to stop this behavior or else they will contact the authorities.

Now, is there anything they can legally even do from another country? The person keeps finding numbers of them and their sibling and whatnot. It's getting out of hand, and my friend no longer feels safe.

My friend also mentioned that they kept asking the person to leave them alone, and kept blocking them everywhere. The person, however, keeps on making new accounts all over social media to stalk them and even like old posts. My friend keeps blocking them and also making new accounts, but they always find my friend.
