Encroachment On A Public Road?

I bought some property and I am attempting to get a building permit. There is a public road that leads to my property and is the only legal access. My neighbor has encroached onto the public road with a fence, old cars, cesspool, and lots of other junk.

I need him to move his junk so I can run utilities to my property. Because his fence, and his junk has been there for years, he feels he is under no obligation to move it.

How big of a fight am I in for to force him to move his stuff? Because it is a public road he is encroaching on, and not private property, what options do I have?
