Child Support Collected But Withheld

I am the mother of four adult children. I lived in Georgia and initiated a child support case. I moved back to Texas in 2009. I transferred my child support case from Georgia to Texas. In 2012, the father my kids owed me about $77,000. I took a screenshot of it from the state of Texas child support website. Fast-forward to 2025, I happen to look on the website and found that the state of Texas has been collecting money over the past 10 years and never gave it to me. I received one payment of $1200 which was a stimulus back in 2020. When I inquired why the other funds hadn’t been released, the child support office stated that the non-custodial parent is disputing the amount owed. When I looked at the amount that is owed now it shows about $21,000. The state of Texas has about $26,000 that they have collected over time and they are not giving it to me. I asked for the case to be escalated with no action. I also wrote the governor’s office to escalate it more and to put a fire under them to get these funds released. The governor‘s office basically shifted the case back to the child support office. The child support office did tell me that they are waiting on the state of Georgia to complete a review but that was months ago. I live in Fort Worth, Texas, and I just don’t know what else to do. Besides going to the office and asking why they won’t release the funds. Is it legal for them to hold money that they have collected for years? I need advice on next steps. I think it’s wrong for the Attorney General’s office to have collected all this money, they never communicate with me, my address and bank account never changed and I am just floored.
