Chased By Dog And Injured, Police Won’t Take A Report?

I know this isn’t extremely high stakes compared to some scenarios and I’ve made peace with covering my medical bills my self. I am just curious if what the police told me is accurate.

State is Ohio.

Yesterday I was chased by a dog (off leash pit bull) on my bike for a few blocks. I had to run a red light in a busy area because it was lunging at my tires and I was worried it would go after my legs if I stopped. Eventually the dog got in front of one my tires while lunging and caused me to crash.

I landed face first. I broke my front tooth, have the worst bruising Ive ever had in my life around my jaw and have slight lock jaw.

I went to the dentist right away and have a temporary tooth reconstruction but he said this will eventually need a crown or possibly veneers.

Overall, the damage is small, maybe a couple of thousands of dollars all together for the crown or veneers down the line.

The owner never made contact with me, I saw them from a distance getting the dog and then they left. I called the police (non-emergency) to tell them that a loose pitbull had just caused me to wreck my bike in downtown major metropolitan, that I was injured and on the way the doctors.

They only seemed annoyed and said if I didn’t have the name of the owner I couldn’t file a report. That this was an animal control problem. I just don’t understand this because we have leash laws and I was injured directly as a result of someone’s dog not being leashed in public.

I know it’s extremely unlikely they would find the person and I don’t expect them to prioritize this but not even to perhaps establish a pattern in case the same dog attacks someone else? I can describe the dog and owner and where it happened.
