Can My Friend Get A Restraining Order?

I have a friend (Ed) who I think is being stalked. (Well, I know he’s being stalked but I’m not sure of the actual legal definition). Ed dated a girl (Paula) for a while in high school and she found him on insta a couple years ago. They rekindled a friendship online. Turns out she lives right across the border in OH. (We live in PA). He was not interested in dating since breaking up with his girlfriend of 10 years, but appreciated the friendship.
Anyway, Paula turned out to be some kind of drama queen. She wanted a relationship but Ed was not interested and told her so. She constantly manufactured issues to try to engage him more deeply (work problems, health problems, etc). Ed got fed up. After repeatedly asking her to stop contacting him, Ed blocked her.
Now she keeps getting new burner phone numbers to text him and even sent letters and gifts to his house. He never answers, he blocks her without engaging, but is obviously creeped out. He thinks she’s mentally ill and I agree at this point. He worries she might come find him at home or work since she’s only 2 hours away by car. Honestly, it’s making him low-key paranoid.
My question: Can Ed file for a restraining order or something based solely on Paula’s constant calls / letters / gifts? He’s afraid of escalating and driving her to behave even crazier.
