Can I Refile Charges That Were Dismissed As A Victim Of Child Sexual Abuse?

My biological father is set to be released from prison in a year and I want his sentence to be made longer. He abused me thousands of times from the age of two until age 12. He was initially charged 3 counts for each year the abuse happened, because it was too many to count each instance. I was a minor when he was convicted and I was shielded from the proceedings. I feel like certain parties who were supposedly on my side intentionally didn't include me in the proceedings or give me any information to help lessen his sentence as much as possible. I am furious about this now that I'm an adult.
As an adult dreading his release, I am looking into his case. I found that 28 of the 30 charges against him were dismissed! I thought he would go to jail for life, but he got less than 10 years.
Would refiling these charges be possible, assuming they were dismissed without prejudice and the statute of limitations has not passed (it hasnt)? Would that extend his sentence? If so, how do I go about that?
