Animal Control Keeps Telling Animal Hoarder When They Are Coming To Inspect So Hoarder Keeps Hiding The Animals Off-site; Can We Secretly Take Photos/videos?

There is someone who is hoarding animals (around 40 dogs and almost 100 cats) and despite numerous calls to animal control there have been no repercussions because animal control keeps informing the hoarder what day and time they are coming over so the hoarder keeps moving the animals off-site with other people leaving only a couple of dogs and cats that are in the best health condition and not aggressive. Animal control then does nothing as they are only seeing a handful of healthy animals. These animals are being neglected and are not receiving the proper care.
Riverside county police keep deferring this to animal control. We have a family member of the hoarder who is able to photograph and video the animals when they return to the property but is this legal considering that a crime is being committed (animal cruelty) even though it is private property?
Trying to get these animals out of this abusive situation. Thank you.
