Advice Needed. Landlord Won’t Fix Constantly Running Toilet

The place I’m renting is “managed” by the landlord’s daughter, so it’s a mom-daughter venture. I’m going to call the daughter Beth and the mom the landlord. The landlord gets really stressed about water usage because the county calls her to tell her when we’ve used excessive water, so the running toilet has her all twisted up most of the time because she thinks we’re recklessly using water or something.

About half a year ago, the main bathroom in the house we rent has a toilet that started to constantly run after flushing. Beth replaced the flapper in the tank and this seemed to fix it for a few weeks but the problem persisted. Now, we have spoken to try to get the toilet replaced or just have further repairs done to it but Beth told us that as long as the landlord knows that it’s the running toilet and is not on “purpose”, it’s fine and doesn’t need to be fixed. I told Beth that it isn’t fine and it needs to be fixed because I’m paying more in utilities because of it. But as soon as I brought this up to her, she went radio silence and won’t speak to me or my partner in any capacity beyond telling us how much utilities are for the month.

Do I have any recourse here? Can I refuse to pay for the water bill until it’s fixed? Can I ask that they reimburse me for the water that I’m overpaying for? What should I do?
