[louisiana] We Didn't Turn Off Auto Pay For Rent, Got Charged For This Month (may) After Our Lease Ended In April. Landlord Won't Refund.

As title says. To be up front I took in a cat a few months after moving in with out alerting the land lord. I'm aware he can come at me for that, nothing I can do about it. He's trying to claim he can't "in good conscience, refund any money until we see how this plays out".

He claims it's due to fleas. He claims when the contractors went in, "they had to run out of there when they tried to start work". I know that's bull shit because I comb atleats twice a week and he's on vet prescribed flea prevention.

Is there any legal reason he has to hold the extra rent payment, or anything we can do? Would it be a good idea to try and do a charge back through the bank?

Back ground on landlord issues we've had. Been there for ~3 years. Never missed payments or had complaints on us. There are no doorsteps on any doors, but obvious patches where there was damage to the walls previously. Obviously learned that the hard way week 1.

Dish washer went out 6 months in, bad input panle diagnosed by his guy. We put in a maintenance request, never fixed it. The rear sliding glass door leaked any time it raind and flooded the living room. Never fixed.
