Someone's Blackmailing My Friend For The Past 1 Month

Hi everyone this is regarding one of my friends who's from thailand( F 19) , she met a guy online (who's from india) , they were in a relationship for a month or less, I don't really know the specific duration of it. The thing is that she did share one of her videos with him( because he was being too desperate). And after the relationship ended , he started blackmailing her that he might post her clip somewhere or will share it to all of her friends. The guy is from Jaipur,Rajasthan. She did block him once on his main account but the guy keeps making new accounts and so on. Now after all this, he has asked her to be with him for 15 more days ( that guy legit said "I'll not ask for more n*des after this month ends" , "I'll set you free after 15 days" and "I can simply ruin your life if you don't do the things I want" ).

I've asked her to file a police complaint and visit the nearest Indian embassy but for some reason she's scared that it might ruin her life as per the rules in thailand ,one has to be more than 20 years old to be an adult, she's afraid that she's still a minor and the case will totally go against her.

This is really shameful and pathetic, blackmailing and threatening someone for so long and taking pride in it. So I ask you guys, What can be done?
