Someone Destroyed My Passport

So… I was helping a friend pack a bag to get her out of her apartment as her roommate was threatening her friends who were going to stay the night. The roommate was aware people were staying over, also she is allowed to have guests. Said roommate is an ex, she has made multiple attempts to either have them find a new place or her find a new place with someone subletting the room. He has objected multiple times, she has since signed a lease and will continue to pay her portion of the previous lease until finished so she can feel safe in her place. We packed up her bag, gathered her dog, and me/our friends have all agreed to have her stay with one of us until the new lease starts.

While I was helping my friend pack my bag, I had left my purse on the bottom floor. Every single person was upstairs aside from him, who we could hear talking (on the phone it sounded like) and walking downstairs where my bag was after making threats towards our friends. When we left, I found all of the contents of my bag had been covered in a syrup type substance. This includes my passport. My passport is completely covered, the pages will not pull apart without force as they are stuck together. I am supposed to go out of the country in two months. The person who did this is a lawyer, he 100% knows that you should not be defacing government documents. What am I able to do here besides filing a police report/small claims? I am in Pennsylvania. Is it any different than destroying someone’s property given they defaced my passport?
