School Advertised Professional Certificate And Students Never Received

Students attended a masters program at a state school in PA. This program advertised that upon completion, students would also received recognized professional certification in statistical softwares (SAS).
Students received their degree certificate but never received documentation regarding the statistical certification which was (and is still) advertised by the school.
A few students have tried reaching out to faculty. One student received notice 6 months ago that the school was "redesigning" the certificate. No other response regarding the status of these certificates has been received.
What is the best course of action? For many of these students, the certification would be a great addition to a resume. Additionally, it was part of what was advertised when students picked the program, so some students are feeling that they did not receive their money's worth.
