Protective Order Against A Non Romantic Partner?

My younger brother has been harassing me, without provocation. He through a brick through my car window (8/9 and 10/3). I do not have evidence that he did it except for my gut knowing (he had also been harassing our father who has health challenges — threw a brick through his glass door on 2!separate occasions, so this rules out a random perp).
The absolute last straw was he vandalized the back of my townhome by spray painting all of this scribbling on my windows and vinyl siding. I was able to capture him on surveillance but only as he as walking away. However, I know his body type and his gait. It’s him. Is getting a protective order a worthwhile endeavor and what is the likelihood I will get an ex-parte? This has been one of the most emotionally draining events of my life and whats worse, I haven’t done anything to him. Literally! We have never had much of a relationship and have never been close, so I am at a loss as to what has brought this behavior on.
