Predatory Parking Enforcement At Art Event Mn

There was an art event in my town where some friends were vending. They parked their cars to set up their vending locations, in a location where the event organizers said it was ok to park. The was no signage about being unable to park in that location, and no indication given to the artists or organizers that the street would be closed later. The event started at 5pm.
At 6pm, while they were vending, “No parking” signs were placed on the street, and the street was barricaded at both ends. There were tow trucks immediately behind the people placing the no parking signs. Several people were towed. People that tried to move their cars could not because the barricades had been placed there after they parked. They could only get out after requesting the barricades be temporarily moved. Is there any way to contest this, because the impound fee is expensive?
