Obtaining Custody Of A Younger Sibling?

Location: Missouri, USA

Background: I(28, M) am concerned with my mother(50, F) and how negligent she has been towards my younger siblings(14, F, twins).

Her house(mobile home) is always a literal pig sty, dishes piled up constantly, litter boxes always disgusting, recently I donated them one of my spare trash cans because they literally did not have one for inside the house(technically they do, but "mom won't clean it"). This mobile home is owned and payed for in full by HER mother, my grandmother(75), on top of her constantly demanding even more money from gramma, just to still somehow never have money for basic necessities.

Most recently she has been arrested for possession of drugs, just after getting even more money than usual from gramma because of SNAP payments not being paid. So instead of feeding her kids or keeping her home clean she is out getting high, yet again.

Grandma is not a lawyer, but has worked for a criminal defense attorney daily for 30+ years, and is FIRMLY convinced that any legal action would result in the twins winding up with their father - who's situation is not much different from their mother's - primarily because he is their "next of kin".

How accurate is gramma's assessment? Would there be any route I might take that would result in a court ordering my younger siblings to live with me? Do they just have to stick it out until they turn 18?
