Need A Restraining Order: Restraining Order Or Small Claims?

I can absolutely give more details as needed, but I need guidance on what I can or can’t do here.

I have a client who was quoted and then billed for services rendered ($2400). This person refused to pay, then attempted to withhold personal property of mine, and THEN harassed local code enforcement into visiting me on a very easily sorted out set of lies.

I thought things had settled down after a few weeks and was unfortunately prepared to write the $2400 off as a loss. However I was just informed by the store on the corner (in relation to my house) that this client showed up THERE as well within the last few days. Store employees were waiting for me to stop by again to let me know, because they know I live super close to their location, that the client lives in the neighboring city, and that this person had caused problems for me. Upon notifying my neighbors that I was back on high alert, they consulted their whole household and found that someone HAD seen a vehicle matching the client’s description driving past repeatedly over the last week as well, but didn’t think to let the adults know.

I want a restraining order. At this point, I also want the money owed to me as I had to fork over ~$450 in services retrieving my property from her. I tried to file a police report and have a photo copy of the paperwork I filled out, but I don’t think the police ever filed it. I’m going back over there tomorrow to inquire in person about that, as I’ll need it in order to file for a restraining order. I’ll also be buying security cameras.

In what order of operations should I do things? Should I sell the client’s debt to a collections agency? I’ve never done that before. I hate to consider it, but I’m very upset at this point.
