Mother Gave Away Kittens I Rescued, When I Found Out I Tried To Get Them Back. Do I Have Any Legal Standing?

First off, I'm in California, La county if that matters. A few weeks ago i found newborn kittens and their mother in my back yard. I've been taking care of them with the intent to adopt them out once they were independent of their mother. My elderly mother posted something on nextdoor about them looking for people who wanted them. She was clear they weren't ready to be adopted yet, just looking for interested parties. While i was at work, my elderly mother was contacted and coerced into meeting someone day of instead of waiting, like we wanted. she never told me she had found someone until the kittens were already gone. no money was exchanged, no contract, nothing.

She told me the whole situation felt sketchy, she regrets doing it and is horrified with herself that she did it in the first place. And now the kittens mother is depressed, wont come out and isn't eating. as soon as I could I tried to contact them and get them back, but they aren't responding to any of my messages. Do i have any legal right to my kittens? is this considered theft?
