Middle School Cpr Test Fine?

My sister is in 8th grade (last year of middle school for anyone not american), and we live in north carolina. Today, she took the cpr text in gym, and she failed because she isn't strong enough to press down on the chest and get it to click for the required minute. She then texted our family group chat and told us we had to pay 300 dollars because of it.

CPR training is only required to graduate high school, not middle school, and I can't find any information about this issue online. I would also like to add that my sister is very small for her age (14), and has always been a bit fragile. She was born with some health issues and doesn't grow quite right or as fast as other kids. It's not her fault she can't snap someone's ribs if they're going into cardiac arrest.

How should we deal with this?? We don't have the leeway to pay 300 dollars out of pocket right now. This seems absolutely idiotic!!!!!! Please help!
