Massachusetts-homeowner Advice Needed

I live/own a condo in Massachusetts. The entire building has been neglected for 20+ years, but when I moved in I pushed for the management company to do projects and viola! They dropped us as a property and we were overtaken by a new company.
This new company has had their hands full, but we’ve been able to get some massive projects done that if not completed would’ve had our master policy cancelled.
Now, here’s my problem. One project consisted of replacing all decks & it was a massive project. The second was repaving our parking lot that routinely floods. We have a drain in the parking lot and I expressed concern before the paving was done that I didn’t feel it was draining and it was probably clogged from construction debris, etc. The management company ignored the drain, paved & the water back there is worse than ever. It gets up to my mid shin & there’s four/fourteen units that are out of a parking spot when it rains. Additionally it is significantly spilling over into the three bordering properties.
If the other properties have water damage because of our drain, are we responsible ? Is there anything that can be done about bringing up this concern BEFORE and it being ignored ? I am also one of the trustees if that matters.
